Title:   A New Characterization of Graphic Matroids

A binary matroid with a fixed basis may be represented by a bipartite
graph called a fundamental graph. We will present a simple polynomial-time
test for graphic matroids on fundamental graphs. We will also sketch other
applications or potential applications of fundamental graphs in matroid
theory, graph theory and knot theory.
