For a DAIS server the following requirement levels for support by the system are defined:
0 - No authorization and no requirements.
1 - Identification of principal requiring SecurityLevel1 interfaces, refer to
[14] appendix A.
2 - Security levels as described in [14] appendix C, mainly Security Functionality Level 1.
